Circa 1962, Mattel. The figure has soft vinyl head, hands and feet, stuffed cloth body; missing his hat propeller, but speaks clearly; “Cecil” is stuffed plush body with plastic nostrils and moving googley-eyes; this is the scarcer ‘non talking’ version; missing one or two of his blue fins, otherwise excellent.
Condition: (C8.5 Excellent).
