Red wool flag measuring 53" X 83", double sided with applied anchor and stars, heavy white canvas heading with rope attachment. Heading stamped "Under Sec Set 4 MI 45". Position of "UNDER SECRETARY OF THE NAVY" was created in 1940, and the first flag was produced in 1943. The materials and construction methods of this flag are consistent with flags of that era. The first Under Secretary of the Navy was James V. Forrestal (1940-44), his successor was Ralph Austin Bard (1944-45). This position is the second-highest ranking civilian official in the U.S. Navy. CONDITION: In overall very good condition with a few scattered holes but nothing distracting.
