Graff, Washbourne & Dunne, retailed by Galt & Brother, Washington DC, circular, the sides chased with six scenes in reserves of the development of the Rural Free Delivery system, all between applied American eagles with spread wings under a molded rim, the domed base with a shield between applied oak and laurel sprigs engraved Charles Emory Smith Postmaster General 1898-1902.
