Made for the scare second series and featuring likenesses of Adolf Hitler, Neville Chamberlain, Edouard Daladier and Benito Mussolini. This would have been a mailer for distributors or sales representatives of Gum, Inc to promote the second series of Horrors Of War cards. It could also have been used as a window display in a store. It was folded, but still remains in excellent condition, and could be the only known example.
