Late 19th - early 20th century. The cigar cutter and strength tester invented by G.B. Fowler, patented 1886 for the Farrington Cigar Co., New York, Manufactures and so marked. The plate/dish is by Buffalo Pottery, patent 1911, advertising J.P. Alleys Ham Bone 5¢ Cigars with graphics of a pilot in a flight helmet in an early plane, 11" in diameter. The cigar cutter with corrosion to plated surfaces, the hand grip somewhat corroded and stiff, 12-1/2" Tall. Both are in very good condition.
