In 1926 Heddon began offering in catalogs that fishermen could order any standard finish on certain baits, the 200 Surface lure included. This combo appears to come from that time period, with its circa 1927 Upleaping Bass box and L-rigged bait. The 3-tab collar is marked, and the Solid-Black paint is in super-clean, Excellent condition. The box does have a few splits and shows some wear, and it is correctly marked 209G on both end flaps.
