19th century hand forged iron ball with chain and shackle. Used to prevent convict or prisoner escape. Brass padlock is marked "ADMIRALITY #10 JARED", and might be a later addition for aesthetics. CONDITION: Dark patina overall with some light rust in recessed areas. BRM.
