Phillips as "a Chief Gunner". Signed by President Theodore Roosevelt. Counter signed by Secretary of the Navy Paul Morton. The blue Navy Department seal remains affixed to the document. CONDITION: Very good. Slight blue residue in the upper left corner of the document. A few nicks to the edge of the frame. CG
