American. Working. This is the most difficult-to-find of the three different variations. Mechanical left arm holds top hat while stationary right arm spins tin umbrella. Marked "1939 Leon Schlesinger" on rear. Toy has some scratching and pitting to top half. Includes colorful original box with one top flap missing and some tearing and creasing throughout.
