Both bears have blond mohair covering with "shoe button" eyes, black stitched nose, mouth and claws, and separately applied ears. Articulated at the neck, shoulders and hips, and has original felt paw pads. Circa pre-WWI era, however it is unlikely that they are Steiff. Both show considerable mohair wear, especially the smaller one.
