Original clipped page showing an order to pay Edward J. Masterson (brother of Bat Masterson) $25 for one month's salary as City Marshal of Dodge City, by J. H. Kelly, Mayor, September 4, 1877. Lloyd Shinn, City Treasurer wrote "Presented for payment but not paid for want of funds September 11, 1877." In late September, 1877, Masterson led a posse to try to capture Sam Bass who had robbed a Union Pacific train on September 19, 1877. James H. "Dog" Kelley was a soldier and the Mayor of Dodge City from 1877-1881. He owned a saloon with P. L. Beatty and also opened the Kelley Opera House. Lloyd Shinn was editor of the Dodge City Times and was a witness to the Frank Loving and Levi Richardson gunfight and testified at the trial. As Ford County Probate Judge, Shinn was the second signature of the affidavit of good character presented by Wyatt Earp and the OK Corral inquest. He was postmaster of Dodge City when he died in 1882.
