This is a Abbott's Ice Cream clock with light-up sign. It is mounted in a cast iron filigree frame with plastic light-up front for Abbott's Ice Cream and has a glass front to the clock that has dots instead of numbers. There is some light fading to the front plastic, with a light scratch to the plastic front in the white space. The clock has its original hands, and the entire piece - both clock and light-up sign - are operative at time of description.
