American. Hand-painted figures on toy have some paint loss but toy's base and sea-saw have very little to no wear. Includes extremely scarce original box marked "No. 35 'Never-Stop' Sea-Saw Toy". Missing part of top flap and some minor tearing and creasing throughout.
