Circa 1930s. Original cast iron driver. Embossed "Elgin" on front. When pulled, brushes revolve underneath toy. Has 'Hubley Toy Line' decal on left side of front. Replacement rubber tires. Even amount of moderate chipping and wear. Drive has some paint chipping on hat and arms.
Condition: (Excellent).
