The Four Jacks Corporation of Chicago made this non-coin operated two reel counter game in 1937. Likely a bar top game that goes, "I'm thinking of a number between 1-99. Whoever is closest buys the next round." The bartender always wins. The two reels are a little "floaty" and don't lock into position.
