March 31, 1797 U.S. Naval Department document detailing the rough account and building costs of frigates at Norfolk, Baltimore, New York, and Boston. Mentioned are the ships Betsy Holland, the John, the Caroline, the brig Neptune, the schooner Dispatch, and the Sally. This is from the infancy of the establishment of the US Navy. Barbary pirate attacks in the Mediterranean ultimately forced action in early 1794. On January 2nd, 1794, Congress resolved to create “a naval force, adequate to the protection of the United States against the Algerine corsairs.” A committee formed and recommended that a fleet of 6 frigates be constructed. The committee voted for the subsequent act to provide a Naval Armament of 27 March 1794, which re-established the United States Navy. CONDITION: Excellent with only the slightest of age toning along the top and bottom edge. Not tears or separations and no stains along fold lines. BRM.
