Looks to be original cloth French flag. Hand-painted yellow base on top of a wooden platform. High-wheeled bicycle ridden by doll-type figure with bisque head and jockey-style hat. Looks to be original clothing. Some paint loss and wear to base. Soiling to cloth flag.
