German. Marked "Made in Western Germany" on bottom of tin litho base. Composition figure with original clothing. Plunger-activated, Howdy swings when plunger is pushed. Missing original rubber piece on top of plunger and Howdy Doody has some chipping and wear overall (especially to nose and back of head).
