American. Working. Toy is all original including arms and pipe. Nice scenes of Popeye characters around base. Some minor scratching and wear to rooftop and underneath Popeye's arms. Also, some slight wear where seams meet at chest. Includes scarce original and complete box with some creasing, tearing, and minor tape repair.
Condition: (Very Good - Excellent).
