American. Arms and legs are movable. Nice paper label on bottom of foot marked "J. Chein & Co." while the other foot is marked "King Features Syndicate Inc. 1932". Popeye has "Popeye" decals and anchors on his arms, original pipe, hat, and some minor line cracking to face and body. Doll also has some edge wear around waist. This example is in extremely nice condition for this item.
