American. Appears to be all original including cap and pipe. Popeye has anchor decals on arms and one foot marked "King Features Syndicate 1932" and the other is marked "J. Chein & Co.". Also includes original Popeye sea bag with some staining. Slight crazing to face but exceptional condition for this type of item.
