The Federal Duck Stamp, formally known as the Migratory Bird Hunting and Conservation Stamp, is an adhesive stamp issued by the United States federal government that must be purchased prior to hunting for migratory waterfowl. It is also used to gain entrance to National Wildlife Refuges that normally charge for admission. It is widely seen as a collectible and a means to raise funds for wetland conservation, with 98% of the proceeds of each sale going to the Migratory Bird Conservation Fund. President Herbert Hoover signed the Migratory Bird Conservation Act in 1929 to authorize the acquisition and preservation of wetlands as waterfowl habitat. The law, however, did not provide a permanent source of money to buy and preserve the wetlands. Congress passed, and President Roosevelt signed the Migratory Bird Hunting Stamp Act, popularly known as the Duck Stamp Act, on March 16, 1934. The annual federal duck stamp had a face value of $1 in 1934, jumped to $2 in 1949, and to $3 in 1959. Once the stamp was purchased, the owner would sign it on the face of the stamp to validate it. This collection is presented in two framed displays and all of the stamps are original. Approximately 22 of the 94 Duck Stamps are signed. One display has a complete run of stamps from 1935-1982 of which all stamps are near mint and none are signed. The second display has a run of stamps from 1935-81 and is missing 1959. The stamps on this board have the signed examples. The first display appears to have been purchased as a framed display since new while the other was assembled, many signed, and hand applied to a back-board for display. The artwork is stunning and make a great display. CONDITION: Stamps range from excellent to near mint. The display with the complete run from 1935-1982 has near mint stamps, unsigned. Second display are mostly near mint with some that have seen use. DB
