German. Working. When in operation, Barney figure, which rides Spark Plug, bucks back and forth as Spark Plug's head moves up and down. Marked "Copyright 1923 King Features Syndicate". Very little scratching but some repaint to the back of Barney figure and sides of Spark Plug.
