German. Working. Marked "Made in Germany" on left foot, "Copyright 1924 Pat Sullivan" on right foot, and "Felix" on both sides of tail. When in operation, Felix pushes up and down on bar to propel scooter. Some wear to base and slight scratching to Felix figure.
