C. 1950s. It is missing the pipe. It is marked "Line Mar Toys" and "King Features Syndicate" on back, and has a base. Separate wind-up, not mechanism, which both Popeye and Olive Oyl figures have for this toy. Nice color. From the Mark Kuster Collection.
